If you mean to get an ID without having another GA ID, you need 2 or 3 forms of ID. I forget which one. I could have sworn I brought my CCL, a bill with my name on it and like a school ID and I got a new ID without having to have my birth certificate.

When i recently moved to Gwinnet from Dekalb, I went over to DMV to change my adress on the DL, they didn't ask me for any proof of the new adress. I just paid the fee, wrote down my new adress and walked out. I could have put any adress on there if i wanted to.
