Technically the new law states that its all the windows that they can test, but after seeing their tester you know they cant test one that doesn't roll down.
I got pulled over with my wife while we were on out anniversary trip.. mine registered 17 also, which I think means we both had 20% installed.
I am stripping mine tomorrow and having my friend Cory at Radioactive redo them for me at the legal limit.
In the end its not worth the trouble of having them a little bit darker.
