    What kind of fucked up unit has a 2LT or 1LT for that matter sign an article 15. As far as I'm aware, it has to be the CO for a company grade anyway. Congrats dude.

    Your Plt. Cmdr. can sign them but the CO/XO has to make sure that the order is correct. Theres times where ive seen a CO as a 1LT...

    I know for a fact that PLs cant sign off an Article 15. They can recommend it, but they can't sign off on it. A 1LT should only be put in command of a unit of 71 or less according to fm 6-22... so I could see that maybe in some bullshit unit/detachment, or as a stand in for a CPT or above, but it certainly wouldnt be regular protocol
