of course not, and that's not what this guy was doing. He just surveyed and found an obvious relation between the two. Also, "deviant" does not mean being a serial murderer. It could be vandalism or a number of any CRIMES. This guy didn't state "you got tattoo's and piercings? you're a criminal" He just said, that there seems to be a correlation between the two.
