The question that needs to be answered though is why Blacks are more prone to crime? Which comes down to lack of opportunities for employment/education in Black communities. And also, drugs that are considered "Black" carry higher penalties. Crack carries a stiffer penalty than Meth even though they are both just as bad. And studies show that Blacks get tougher sentences than Whites for the same crimes.
