nah. If this were a real story, the cop here didn't do anything, just kept driving. If the cop in the car had egged on the other person, and had tried to get them to race, then it could possibly be considered entrapment, but probably wouldn't hold up in court bc the Z driver wouldn't have been forced to race. Now if the cop held a gun to them and told them to race or else he would shoot them, then yes, it would be.
