Is a crap car scene enough reason to move somewhere else??

I hope you're kidding... So you're into the car scene for the attention or something? I personally could care less about hanging out and talking about cars, I like driving, that doesn't require other enthusiasts.

GA has a good car scene though so..

It is fun to do a mountain run or something with a friend or two.

HOWEVER, I use to spend at least two days a week doing mountain runs alone and never had a problem not having another enthusiast with me. Meets are fun, I like hanging out with friends, but we rarely talk about cars.
