Buy a few bags of road salt and empty them out in a pile and spread it out to a layer about 1/4" thick. If your neighbor is dumb, he'll take a hose to it in which case the salt gets into the soil and kills all plants and nothing will regrow until the salt either seeps much further down (takes years) or the top layer of dirt is removed and replaced. Don't think you'll have the time/money to kill an entire yard, but you can couse some serious dead spots.
