It's no different than an undercover female cop being on the side of the road where prostitutes are known to hang out and someone stopping offering them money. It's true if they weren't standing there then people wouldn't be stopping, but if they aren't there then a real prostitute would be.
You can't have a prostitute without a customer and can't have a customer without a prostitute so there's obviously at least one party willing to do something illegal. If an undercover officer isn't involved then it will be two.
Baiting isn't entrapment. My favorite is when a warrant division mails a prize notice to a suspect saying they have won a cruise or vacuum cleaner or whatever...and they always fall for it lol! They show up somewhere, like a hotel conference room, to claim their price and get nabbed.![]()
