So my 2.0l motor was close to an F1 in terms of hp/liter.
But....650/3 is still 216 hp per liter. "Close" is a long term in your case.

BMW's P84/5 3.0 V10 was close to a 1000hp by the end of the 2005 season so that would be about 1000/3 = ~ 333.33 hp per liter.

I'm sorry but no engine of any kind on the street has ever come anywhere near an F1 power plant.

The only thing that comes close is modern Motogp bikes which are 230hp / 800cc so that is about ~287.5 hp per liter.
