    Gotta love the ecomony, the job goes out to the lowest bidder...from the engineers to the construction.

    Then it comes down the the owner refusing to listen to engineers advising against the location because of whatever sewer or water system Atlanta built under the property 50-100 years ago. Who wants to bet that's what it is lol!
