I will have cash on hand. I just need to know how the deal should go. Do I just get the title from the other person?

you go to the title office with your title completely filled out, bill of sale filled out, 2 forms of id, and money for a tag, fees and sales tax and they will send you a new title in the mail

If you don't even know how to make a deal to purchase a car, then you either don't really have the money and are trying to impress somebody, or you need to just tell your parents to continue handling your shit for you.
    Who knows?
