Quick update - Just made some calls to APD and some other places they told me to call.
Tomorrow I will file a police report in my hometown county which then reviews the case and contacts the appropriate department in Atlanta.
If anyone knows Mark Ulysse's address could you please PM me so I may provide it in my report. They have my address (since they were going to ship something to me) so I see nothing unfair with me having theirs.
If not, I will simply give the police department both of their vehicles plates to find out where they were registered to.
