The improper starting was a way to get people a ticket for making tires spin and revving the engine too high. Until a few years ago, the police were never able to put that into an actual ticket. Probably around the time, the Fast and the Furious came out, they passed this ticket as a law.

That not true, The law has when around for a while. Back in the muscle car era or before, It been called laidin Drag. Improper Starting of has been a law since way back when too since the allmighty tuner era, IT was a law made for excessive accelration from the start. They where both pretty much the same thing but they where made back before the fast and the furious.
