Exactly. Once the temporary antiseptic effect is over with germs will just re-multiply. And when you get drunk your blood alcohol is way less than even 1%. I don't really know how salt kills germs specifically, but I do know that it does because they use it to preserve meat. Thats why smoked meats like bacon and ham are so salty.
