On the real, someone needs to edit that rules section. First off, it's a wall of text. Secondly, it has terrible grammar and spelling – both of which make it nearly impossible to read. I am being very serious. I would take the suggestion if you seriously want people to read the rules and take them seriously.

He sure can, just as well as anyone else on this site can. Everything has it's consequences. Just like I already said, if you want people to take it seriously, it is a suggestion. It's not a dis. It's a suggestion coming from someone who tried to read the entire thing so that she can follow the rules.
