I dont believe you. If you said plain and simple , no, to a search and they still searched, you had a rock solid civil rights violation case. Every cop in the Atlanta area has a camera and/or mic on them for every stop. Because of this, a cop is not going to simply ignore the fact that you said no to a search. I have no clue what a "false start" is but if you mean letting the dog sniff the exterior of the car then that is very much legal.
