I'm 99% sure it was a technician due to the circumstances. Also how is a dealership not liable for this?
Damn man where did you take the car? Heritage? The reason they aren't on the hook for this is because either somewhere in the paper work that you signed or there is a sign somewhere that says that they aren't responsible for any personal belongings left in the vehicle.

However, since the car was in their posession it is their it is THEIR responsibility to keep the car secure. So if the car was broken into at the dealership then they failed to keep the car secure and they should be on the hook for it. Talk to the GM or owner direct and if that doesn't work keep working your way up the ladder until you hit corporate consumer affairs.
