As far as the friend reponsible for the seatbelt, I think its the drivers responsibility for them to make sure there passengers have there seatbelts on. as far as "adults" go, no. if you get in my car, ill tell you to buckle up. if you say no, fine. if you want to risk your own life because youre to lazy to bucke up thats fine. i shouldnt be responsible for my passenger not wearing a seat belt. ive never agreed with that law and never will. it makes no sense.
