He Wasn't. i jumped, got taken out at teh knees (like 15 mph impact), smacked my face on the hood, adn then he freaked out and slammed on the brakes so i fell off it back down to teh pavement and got owed by that too when i hit my face AGAIN!. And to top it off, the guy freaked out and left. Like backed up, went around me and took off real fast like. i was 14. nobody got a plate, not that it would have helped, but what a bastard. Jeeps Hurt.
