Bernanke also said the Fed will keep interest rates low for an extended time. The central bank's target overnight lending rate between banks is currently set at a range of zero to a quarter of a percent.

Two-year-note yields /quotes/comstock/31*!ust2yr (UST2YR 0.91, -0.06, -5.89%) declined 6 basis points, or 0.06%, to 0.92%. The yield fell as low as 0.86%, the lowest on a closing basis since May 21.

Shorter-term securities are usually more sensitive to expectations for the Fed's target lending rate.
