July 21 (Bloomberg) -- Treasuries advanced as Federal Reserve Chairman Ben S. Bernanke told Congress policy makers see little evidence of inflation and will keep interest rates “exceptionally low” for an “extended period.”
Ten-year notes reversed earlier losses as Bernanke said that while the economy is showing “tentative signs of stabilization,” record budget deficits may begin to pose a threat to the recovery. The central bank purchased $7 billion of Treasuries maturing between May 2016 and May 2018, part of its plan to cap borrowing costs.
“Bernanke has reiterated that we will see lower rates for longer and that is helping buoy the market,” said Thomas Tucci, the New York-based head of U.S. government bond trading at RBC Capital, one of the 17 primary dealers that trade with the Fed. “Some people seem to believe there is some massive silver bullet that will cure the economy, and that doesn’t exist.”
The 10-year note yield fell nine basis points, or 0.09 percentage point, to 3.52 percent at 11:26 a.m. in New York, according to BGCantor Market Data. The price of the 3.125 percent security due in May 2019 rose 23/32, or $7.19 per $1,000 face amount, to 96 25/32.
“Unless we demonstrate a strong commitment to fiscal sustainability, we risk having neither financial stability nor durable economic growth,” Bernanke said today in semi-annual testimony before the House Financial Services Committee.
Inflation Outlook
Fed officials said in a report submitted as part of Bernanke’s testimony that policy will be “tightened” when the labor market improves, an economic recovery takes hold and pressures holding down inflation “diminish.” The comments follow a rally in stocks and a rebound in corporate earnings that have stoked speculation the worst recession in half a century is ending.
