They aren't for the most part, those are normally just conservative estimates at how many illegals are crossing. Probably numbers based off of the amount of people they catch each year trying to enter illegally.

Well that was the point, it's an estimate. Can't we just say it's a lot and let's figure out how to stop it? The numbers are only used by politicians who try to hide behind the fact they can't get the job done.
