Too fast for conditions?! What was the weather like? Raining? I've never heard of getting a too fast for conditions outside of inclement weather...

It's possible... cops write TFFC when they either don't want to do all the paperwork of a speeding ticket or are feeling especially benevolent. I've gotten TFFC on a perfectly sunny day with zero traffic. Basically the state wants your money but doesn't wanna deal with the time involved to take you to court. Pretty easy peasy ticket.
