I'd be willing to bet that the reason why most people wouldn't act on such violent or sadistically fulfilling desires isn't their conscience, but rather the fear of getting in trouble for it. Fear of retribution by either the law or some supernatural force, such as God or karma, is what keeps most people restrained to societies laws. Not that I disagree with that, but I acknowledge what I believe to be the greater truth. If I knew that my actions would suffer no consequence, no matter how sinful the deed, you'd have to see the things I would do on impulse.
