I hit cones almost every weekend in my 240. I don't see the big deal

Ok seriously. The only way the DOT can be held accountable is if the cone was in the road and someone reported it and the DOT didn't remove it in a timely manner. There is really no way for you to find out if someone reported it. The same goes for anything that is in the middle of the road that you may hit.
