Trust me, this board is more lax/relaxed than other boards I have seen. A lot of childish immaturity and bickering is left to play out for the most part. If we truly wanted to crack down, it could easily be a Nazi forum. Trust me, it isn't.
The problem that IA.com faces is its growth. As the site grows, more members becomes more of a growing problem. We face bandwagons, trolls, spammers, etc. For the most part, that modding that you see is for the greater good of the site.
Give a troll an inch and he will take a mile. Letting the shit play out can result in a particular forum going to shit rather quickly.
