It always will be, because you can simply say that you never got the letter. Not saying that's what you did, but that's why not getting the letter isn't accepted as a valid excuse. I had the same thing happen, I had an unpaid fine on my DL last year that I thought I'd taken care of. I found out I'd forgotten and I paid the fine late. They were OK with that, but they sent me a letter saying that I still had to go to the DMV to prove I'd paid the fine, or my license would be suspended. I never got THAT letter. So I had no idea until a month later when I got a suspension notice in the mail. They fixed that as soon as I went to the DMV and showed them my receipt of payment, but they said flat out that it was not on them that I didn't get the letter, because everyone would then use that as an excuse.
