Kill them and dump the bodies in the ocean.

If they are kids and drinking keep calling the cops till they do something. If you annoy the cops enough they will do something.

Or like I said, if you put enough chains on them and go WAY out they wil never find the bodies. No body no crime.

Unfortunatly with how fucked up todays world is the order of natural selection or Darwinism does not apply anymore. Instead we coddle the retarted low lifes and make sure they have everything they need.
