You act as if he was picking them off, individually, from 15ft away. I have a feeling that they were running away and/or huddled up against the wall. That makes people VERY easy targets. You don't have to be THAT good of a shot. Also, you don't know how many shots that he fired. He might have fired over 200 rounds, killed 31, injured 29, and missed the rest.
