PA is the same way. A month or so before you registration runs out you get a thing in the mail, send it back with 50 bucks and about the time your sticker runs out, your new one comes in the mail.
No they don't here. You get one. My birthday is in April. In mid-February, I receive my one AND ONLY notice to pay my tag fees. Later, QD.
