They make up some business cards and go out and screw people. Some people will tell you they are code certified or might even say code licensed. All that means is they are certified to inspect a house being built(most code items you can not see once the house has been built)
As for charge that depends on the individual inspector. I highly advise not to shop by price, the old adage you get what you pay for is very true. As for me my minimum is $300 and goes up from there.
