If you are 100% sure that he is stealing your stuff. Take good pictures of every one of his items, make an ad campaign for an auction of his shit to recover your other roomates and your losses. Put the posters up everywhere on campus, with the reason on the poster, and if his dumbass self doesn't realize that its his stuff being bid on, sell that shit, haha.
