There's a flaw in what you said.. If the gov't was making money, then the weed would always be turned in. If the cop keeps it to himself, in no way does the Gov't make money. Only way the Govt would make money off drugs now would be to use the money and objects seized to their own advantages, keeping the drugs itself does nothing for them.
