In Japan, girls with long hair will traditionally cut their hair short after a failing relationship. It's a sign of a new beginning and in a sense, a way of starting anew.
Maybe Spears is trying to do something like this in a form of symbolism for a fresh start. It makes sense after her failing relationship with Fenderline and now after checking into rehab.
Just a hypothetical observation.
