I'll tell ya what. Why don't we make a law making it illegal to take all these things and fashion them in such a way as to improvise an explosive device? Would that work?

You mean, make it illegal AFTER they assemble them into a bomb? That doesn't seem very proactive to me. Proactive would be to prevent them from being able to assemble them into a bomb.
