"OMG EVIL CZARS"... you all know that the "czars" are really just cabinet directors with really long titles like "director of the dept. of ....." right? And you also know that the Russian monarchs were "Tsars," and communists were against the Tsars, right?

The use of the term "czars" in America was actually started by the press, because typing out long titles costs valuable space that could be used for advertising...

They are accountable to the laws made by Congress and they also have to work with budgets appropriated by Congress. Congress makes the laws and these officials are responsible for their execution (hence the Executive branch). So explain how they are not subject to oversight.
