Bush proposed one in 03 and then Mccain co-sponsored one in 05. Instead of just talking like you know everything, watch the video, research it's truth, entirely, then come back with a response. All sources are stated IN THE VIDEO and he gladly puts them in simple plain english for lazy people who don't actually care to make their own assessment.
