I guess I need to read over the rules a little more/better. I have already read over them once but i'm one of those type who don't have very good reading comprehension. I read just fine but cant remember what I read most of the time when i'm done. It sucks.

Sounds more like ADD. Shit happens to me all the time. Have to re-read a lot of stuff and just annoys me. Reading comprehension is actually understanding what you read though.
