That car needs A LOT of work. Shit starts to rust when it sits for that long, and it doesn't even look like it was clean when it was parked. Especially with no title, I'd personally pass. That being said, I'd assume it needs a new motor with the water/coolant sitting stagnant in there for 4 years. Probably rusting from the inside out. Obviously battery, full set of tires, pads, rotors, radiator, most likely got some pests/rodents and so on. Ask why they parked it.
