If the hose is empty, you don't have enough coolant. Point blank. Id say youve probably got a leak or a huge air pocket. Its also possible if u have a huge air pocket that there isn't coolant over the water temp sensor and thats why your fans arent kicking on. Top off the coolant, bleed the air out, and see what happens. You may have a bigger problem but need to do this first.
