Default 1991 HONDA CRX LS/VTEC BUILD UP (START UP PROBLEM)

alright guys....im having issues with my ls/vtec build up, it has jdm p30 pistons, stock b16 head and blah blah blah....i've checked timing and its on point and all, so its got fuel and spark but doesnt run....i bought a brand new distributor from acura and all but still no luck...funny thing is though, im running a p28 chrome b16 base map...with that ecu it doesnt run, but runs on my buddys gsr teg.....but then when i try on my p75 ecu...motor starts up and runs but sluggish and sounds like it got cams, also it wont rev pass 3k rpm....

so HELP ME IA MEMBERS.....WHAt IS THIS CARS PROBLEM
