H23a1 Block Code Information

Does anyone know how to determine what year an h23a1 engine was made by the block code?

I'm trying to verify the origins of my engine.

Here is my info

It's an h23a1
Code/Serial or whatever = 4308405

It's supposed to be from a 95. Google has helped me none with this problem

since the first number 4 is the first number in the block code that signifies that it is a 95 since the first year they made the h23a1 here was 1992.
