trouble with my d15b swap

So I put a d15b in my 96 civic and when I crankd the car the car idles to like 2k and stays there and if u step on the gas the rpm raises only to 4k... this makes my c.e.l. blink and it also made my speedo jump up n down. The person who owned it b4 me never had this problem he only told me about the idle.
Does anybody have a idea what it can be ?

make sure you dnt have any of your plugs mixed up. and do you have the crank sensor hooked up, grounds.
could be several things. just keep lookin it over.
