    When tuned properly, cams will net between 15-30hp depending on what cams and what supporting mods. The header should be good for 10hp also with supporting mods.

    correct. it's best to do the basics and then tune after cams. i know on my car if i tune it i will notice a big difference, of course when the time comes for machine work i'll have to redo it but that could be a while.
