I NEED HELP! jdm d15b

okay so i have a 96 hatch dx and i bought a jdm d15b true jdm d15b obd1. to put in my car so i converted every thing over from knock sensor to crank sensor dizzy and i have a p2p ecu.

but when in neutral or in gear it wont rev past 5,500 rpm. i havent hooked up vtec yet either cuz it should still rev past 5,500 rpm with or with out it so i dont wanna mess any thing up by hooking it up.

if any one can help please do cant find much out their on jdm d15b in a 96-98 hatch

Yeah man & my bad, mine is the P08 with the P08 Head & is obd1....
