How Soon can you give rep points, again to the same person?

How soon?

Like if someone repped me, how soon before they can do it again?

Is it a time limit or is it based on how many times you rep?

You have to spread it around to other people before it will let you give it to the same person again.

Yeah thats what i thought, but i spread it around and still can't give it to the same ppl.
