Cant start new thread in flea market section!!!

i cant post a thread in the flea marjet section for some reason. all of the topics in this section have a pad lock over the clipboard and letter beside the link???? all of them WTB, car parts, and cars fot sale etc i cant post a thread on any of them, and dont know what the problem is?? it may be somthing stupid that i dont know about, call me a noob if you want but i dont know what is going on or what to do?? someone help me out here!!!???
