things i would upgrade/modify are:

reinforce rear subframe
replace all bushings front/rear, upper/lower. brand new OE is ok but go for powerflex or other reputable company.

good coilover setup or good shock/spring setup - GC, Bilstein, Koni

good tires for your bottle cap wheels

and th rest on preventative maint. mainly your cooling system

if you shop right with 3k you can get all that done ad stil have money for events you attend and some lunch maybe
