its because you had the "bad set" . They fucked up the geometry of the EF shock heights. If you adjust the strut to its smallest length and hold it up to a STOCK EF strut its actually longer, hence why it wont lower it. If price is not a factor, TEIN. I have owned both, as far as quality an adjustability, TEIN is far superior, but $500-1500 more depending on what you want.
My GFs itr has Tein RAs and they were $1540 shipped. The omnis are $1000 shipped, but the Teins have FAR more adjustability . but hers is a TRACK car. so she wanted the widest spectrum possible.
Now, you need to ask yourself how often are you going to adjust your suspension. if you are driving a street car that will rarely need to be adjusted, the regular omnis are fine. If you want to SCCA or NASA then i would do TEIN
